My New Parrotlet has Cobalt Blue on its Rump (Does this mean it's a Male?) 10 Points!?

The owner Couldn't tell me if it was a Male or Female, she told me to check the narrow or wide area of its genital area (Which means she has No Idea how to Distinguish Parrotlets) Anyways. My Parrotlet's Wings got Clipped so I can't really Tell if it's cobalt to. But its rump is totally Cobalt Blue. So I'm kinda leaning its a boy?
