If Obama is not responsible for Bin Laden's death?

Why do conservatives still hold Jimmy Carter responsible for the Tehran Emby situation? How can you hold one president responsible for a failure in action, but deny responsibility to another president that succeeded in another action. The president ultimately signed off on this military action against Bin Laden, and I personally commend him for his bravery, knowing that is this action had failed he would suffer the consequences.
