I want to sell my blue &gold mcaw but my neightbor said it was illegal because it doesnt have a leg tag?

I want to sell my blue &gold mcaw but my neightbor said it was illegal because it doesnt have a leg tag? I baught it about a yr ago and my wife just cant be around it is so loud and talks way to much ,,,he is oly 17 yrs old , i baught him from a really nice old lady on a farm. I just want to know if that is right can i sell him without a leg tag ... to be honest i never even thought about it when i baught him. just want to know if it is true or not ? also how much can i get for him? i have a iron cage about bout 4ft by 4 ft and a big purch when he is ot he has a place to stand !
